Early pioneering efforts by Dr. Floyd M. McDowell lead to the development of the God and Country Program for scouts of the RLDS Church back in 1945. There may have been some degree of networking with other denominations who wanted to create their own programs (back in the late 60's I heard someone say it was used as a model program for some other denominations). In the late 70's, the RLDS Church replaced it's God and Country program with a three-part World Community Award program.
