City of Browning January 7, 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, January 7, 2002 at 7:00 P.M. with the following officials present. Aldermen Kraft, Grime, Wood and Spencer. Mayor Eldon Head presiding. Following roll call the minutes of the December meeting were read. Alderman Spencer made a motion to approve as read. Alderman Grime 2nd the motion. All voted yes. Mayor Head will get started on the Grant for the Lagoon. The trash fee will be increased on your bill next month to $9.00. The Board reviewed all bills that were properly presented for payment Alderman Kraft made a motion to pay all bills. Alderman Wood 2nd the motion. All voted yes. The Fire Department will be holding its monthly training meeting at the Fire Barn on January 31, 2002 at 6:30 P.M. All member need to attend. The deadline for filing for East and West Ward Alderman is January 15, 2002. Anyone interested must contact Clerk Head. With no further business at hand Alderman Spencer made a motion to adjourn. City of Browning February 4, 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, February 4, 2002 at 7:00 P.M. with the following officials present. Aldermen Kraft, Grime, Wood and Spencer. Mayor Eldon Head presiding. Also present was Cary and Chad Sayre of Allstate Consultants,and Bethany Morelock and Melissia Couch students of Linn Co. R-l Government class. Following roll call the minutes of the January meeting were read. Alderman Grime made a motion to approve as read. Alderman Spencer seconded the motion. All voted yes. Cary and Chad Sayre were present to speak with the Board on things that needed to be done at the Lagoon and also help with getting the paperwork done for the Grant the City will apply for to help with the cost of the repairs. Cary gave a list of information the clerk would need to get for him and also gave his report on what the project would cost. Bethany and Melissia were present to set in on a Council Meeting for a paper they were doing for Government class. The Board reviewed all bills that were properly presented for payment. Alderman Spencer made a motion to pay all bills. Alderman Kraft seconded the motion. All voted yes. The Fire Department will be holding its monthly training meeting at the Fire Barn on February 28, 2002 at 7:00 P.M. All member need to attend. Mayor Head reported that 7 new street lights were installed and 1 was relocated. With no further business at hand Alderman Spencer made a motion to adjourn. Alderman Grime seconded the motion. City of Browning March 4, 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, March 4, 2002 at 7:00 P.M. with the following officials present Alderman Kraft, Grime and Spencer. Mayor Eldon Head presiding. Alderman Wood came after meeting had started. Also present were Mike Teter of Superior of Missouri and Clerk Brenda Head. Following roll call the minutes of the February meeting were read. Alderman Grime made a motion to approve as read. Alderman Spencer 2nd the motion. All voted yes. Mike Teter met with the Board to propose an agreement to extend the trash pick up with Superior, for 2 years. There will be a small increase in service due to the rising cost of fuel and operation of the landfill. Customers will be billed $9.75 per month starting on August 2002. Alderman Kraft made a motion to approve the agreement with Superior. Alderman Spencer 2nd the motion. All voted yes. The Engineering Report submitted by Allstate for improvements at the Lagoon was discussed. The city will be applying for a grant to help with the expense. Alderman Spencer made a motion to sign the agreement for Engineering Services and Project Proposal that was submitted by Allstate. Alderman Grime 2nd the motion. All voted yes. The Board instructed the Mayor to place an ad in the NEMO Shopper and in the MML for the sale of the City Police Car. Bill #445 on Trimming of trees and Grass on City Property was read Three (3) times. Alderman Wood made a motion to approve Bill # 445 as read. Alderman Kraft 2nd the motion. All voted yes. Bill # 445 becomes Ordinance # 271. Which states that trees that extend over streets, alley or sidewalks or any trees between the curb line and property line are to be trimmed to height of at least 12 feet tall. Grass is not to exceed 12 inches. If the property owner does not take care of this on their property the City will send 1 notification per season and if not taken care of the city will have it taken care of at a cost of $30.00 for the first lot and $20.00 for each addition lot per cutting. The cost will be added to the owners taxes. The Board reviewed the DNR Water Inspection Report there were several items that the report suggested the city change. The Board will look in to the matters and take necessary action. The Board instructed the Mayor to contact M.F.A. and inform them that the fire plug that was being used to fill water tanks can no longer be used. The Board also discussed joining the MRWA (Missouri Rural Water Association). They decided at this time it was not needed. The Board reviewed all bills that were properly presented for payment. Alderman Spencer made a motion to pay all bills. Alderman Kraft 2nd the motion. All voted yes. The next meeting will be held on April the 8th, due to the Election on April 2nd. At this time the Alderman will be sworn into office. Clerk Head informed the Board that the City of Browning Homepage was up and running now thanks to Paul Andereck who done the work, the page has much of the information about the city. the address is http://www.grm.net/~brwng_mo/ With no further business at hand Alderman Spencer made a motion to adjourn. City of Browning April 8, 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, April 8, 2002 at 7:00 P.M. with the following officials present. Aldermen Grime, Spencer, Wood and Cordray. Mayor Eldon Head presiding. Following roll call the minutes of the March meeting were read. Alderman Grime made a motion to approve as read. Alderman Spencer 2nd the motion. All voted yes. Oath of Office was given to Aldermen Wood and Cordray. Paula Havens met with the Board to discuss an increase in her collector fee's. The Board told Paula they would check into the matter and get back with her at the next meeting. Gabe Peters was present to speak with the Board on the dog problem that still plagues the City. Also about the speeding cars in town on the side streets were children are playing. He recommended speed bumps. The City has tried several times to do something on both of these matters and they suggested that he called the County Sheriff. The matter of the water pump at he M.F.A. for farmers to use for spraying purpose was discussed. Alderman Spencer made a motion to put in a meter and the needed supplies. And the M.F.A. would go from the meter on and install the stand pipe, which will be D.N.R. approved. Alderman Wood 2nd the motion. All voted yes. The Board discussed the standpipe needing inspected and cleaned. Mayor Head will check with some companies that do this and report to the Board at the next meeting. The City of Browning has set May 3-5, 2002 for City Wide Clean-Up. There will be 2 dumpsters placed at the fire barn as in years past. Everyone in the City limits may use these dumpsters. No yard debris, paint, tires or chemicals are to be put in the dumpsters. Also everything must be placed in the dumpster not on the ground in front of them. The Board reviewed all bills that were properly presented for payment. Alderman Cordray made a motion to pay all bills. Alderman Grime 2nd the motion. All voted yes. Alderman Wood reported to the Board that the next Fire Meeting will be held on April 25, 2002 at 6:00 P.M. At the Fire Barn. Maintenance and instructional will be the agenda. City of Browning May 6, 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, May 6, 2002 at 7:00 P.M. with the following officials present. Aldermen Grime, Spencer, Wood and Cordray. Mayor Eldon Head presiding. Following roll call the minutes of the April meeting were read. Alderman Grime made a motion to approve as read. Alderman Spencer 2nd the motion. All voted yes. Mayor Head reported that the 95 Chev. Lumina Police Car had been placed in the NEMO Shopper and there were no calls on it. It will appear in the MML next month. The review committee has looked at the application submitted for the Lagoon Grant. They will need further information on the Sewer Operations. The Trash contract was reviewed by the Board. There is a few places in the contract that the wording needs to be changed. The Budget was reviewed by the Board. Alderman Spencer made a motion to except the budget with no changes. Alderman Wood 2nd the motion. All voted yes. Bill #446 Appointing personnel to city office for a 1 year term. Brenda Head, City Clerk and Treasure, Dean Alspach, Water Commissioner. Following 3 readings, Alderman Grime made a motion to except bill #446. Alderman Cordray 2nd the motion. All voted yes. Bill #446 becomes Ordinance #272. The Board reviewed all bills that were properly presented for payment. Alderman Wood made a motion to pay all bills. Alderman Spencer 2nd the motion. All voted yes. The board reviewed the mowing notices that needed to be sent out to residence in the City of Browning and instructed the clerk to mail notices to all residence that are not in compliance with the city ordinance. City of Browning June 3, 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, June 3, 2002 at 7:00 P.M. with the following officials present. Aldermen Grime, Spencer and Wood. Mayor Eldon Head presiding. Alderman Cordray was not present. Also present were Paula Havens and Clerk Brenda Head. Following roll call the minutes of the May meeting were read. Alderman Grime made a motion to approve as read. Alderman Wood 2nd the motion. All voted yes. Paula met with the board to turn in tax money she had collected for the past month, also she was present to speak with the board about continuing to collect taxes for the City and the percent of pay she would receive. The board will have an ordinance drawn up for the next meeting. Mayor Head reported on the Lagoon Grant. The state is still requiring further information for the sewer operation. He is still working with them on the matter. Mayor Head also reported that he had contacted MoDot on getting signs to put in town to warn drivers of children's play area. They informed him they no longer furnished such signs. He also checked into what insurance would cost on the radio's the fire department was looking into purchasing. Alderman Spencer reported that there had been several inquires into the police car. They were for the car only and not the police package. The board will decided on a price and have the police package removed. Much of the package can be used by the fire department. Alderman Wood reported that there would be a training meeting for the fire department on July 11 at 7:00 P.M. at the Fire Barn all members need to attend. They are also looking into having a fund raising event such as a fish fry for items needed by the department. The Board reviewed all bills that were properly presented for payment. City of Browning July 1, 2002

The Board of Alderman of the City of Browning met in regular session on Monday, July 1, 2002 at 7:00 P.M. with the following officials present. Aldermen Grime, Spencer and Cordray. Mayor Eldon Head presiding. Alderman Wood arrived later after roll call. Following roll call the minutes of the June meeting were read. Alderman Grime made a motion to approve as read. Alderman Spencer 2nd the motion. All voted yes. Mayor Head reported on the Lagoon Grant. The information that the State was wanting on the Sewer System has been completed and sent to them. Now we will wait and see what they decide on the Grant. Bill #447 was read, this bill was for the sale of Water to M.F.A. for the use of farmer's spraying needs. Following Three (3) readings. Alderman Spencer made a motion to accept the bill as read. Alderman Cordray 2nd the motion. All voted yes. Bill # 447 becomes Ordinance #273. The Water Purchase Agreement was read, this agreement states that the City of Browning will supply the M.F.A. with water for farmer's spraying needs and will only bill the M.F.A. on the water used. Alderman Grime made a motion to accept the Agreement as read. Alderman Spencer 2nd the motion. All voted yes. Alderman Cordray informed the board of the BBA's plans for a homecoming in Browning on July 27th and asked about using the City Hall's electricity for the concession stand. The Board agreed that this would be acceptable. He also asked if the City could send letters to residences that are not in compliance with the City's ordinances on grass mowing and trash and junk cars on properties, so things would look nice for the celebration. The city has sent letters to residents not in compliance but they will look into sending reminders and new letters that were not sent earlier in the season. The Board filled out a survey from the Missouri Department of Emergency Service on Communication. The Board reviewed all bills that were properly presented for payment. Alderman Spencer made a motion to pay all bills. Alderman Cordray 2nd the motion. All voted yes. With no further business at hand Alderman Spencer made a motion to adjourn. City of Browning August 5 , 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, August 5, 2002 at 7:00 P.M. with the following officials present. Aldermen Spencer, Cordray, Wood and Grime. Mayor Eldon Head presiding. Following roll call, the minutes of the July meeting were read. Alderman Grime made a motion to approve as read. Alderman Cordray 2nd the motion. All voted yes. The board is looking into revising the ordinance on abandoned auto's and junk that is piling up on properties in town and also those that are in the road ways. The Board decided to have Mayor Head check with the Linn and Sullivan County Sheriff's on issuing tickets. Mayor Head reported that he had not heard anything more on the Lagoon Grant, at the time of the meeting. The City is still looking for a buyer on the Police Car. At this time there has been several interested in the car only. The City will take the Police Package off and sell the car. Bill #448 was read, this bill authorizing the appointment of the City Tax Collector, designating the duties and fixing compensation. Following Three (3) readings. Alderman Spencer made a motion to accept the bill as read. Alderman Wood 2nd the motion. All voted yes. Bill #448 becomes Ordinance #274. Bill #449 was read, this bill appoints Paula Havens as the City Tax Collector. Following Three (3) readings. Alderman Wood made a motion to accept the bill as read. Alderman Cordray 2nd the motion. All voted yes. Bill #449 becomes Ordinance #275. The Board discussed having a drain put in at the standpipe. The Board instructed Mayor Head to check into several companies that can do this and clean and inspect the standpipe also. Due to the large amount of delinquent water bills and the cost of locks and repairs to the meters. The board has decided to have the City lawyer draw up a new Ordinance and Water Contract charging $25.00 for each reconnect. Alderman Wood reported to the board that the Fire Department will be holding its monthly training session on August 29,2002 at 7:00 P.M. at the Fire Barn. The September meeting will be held on September 9, 2002 instead of the 1st Monday due to Labor Day. The Board reviewed all bills that were properly presented for payment. Alderman Spencer made a motion to pay all bills. Alderman Grime 2nd the motion. All voted yes. With no further business at hand Alderman Grime made a motion to adjourn Alderman Wood 2nd the motion. City of Browning September 3 , 2002

The Board of Aldermen of the City of Browning met on September 3, 2002, for the Annual Tax Hearing, Aldermen Spencer Cordray, Wood and Grime were present. Clerk Head was also present. Mayor Eldon Head called meeting to order. No one was present to view their tax rate. Since the City of Browning's tax rate is set by an Ordinance the tax will be $1.00. With no further business at hand Alderman Spencer made a motion to adjourn. Alderman Grime 2nd the motion. All voted yes. Meeting Adjourned.


City of Browning September 3 , 2002

The Board of Aldermen of the City of Browning met in regular session on Tuesday, September 3, 2002 at 7:00 P.M. with the following officials present. Aldermen Spencer, Cordray, Wood and Grime. Mayor Eldon Head presiding. Also present were Sean Wyannt and City Clerk Brenda Head. Due to the holiday the meeting was held on Tuesday also the Tax Hearing was held before the meeting. Following roll call, the minutes of the August meeting were read Alderman Grime made a motion to approve as read. Alderman Cordray 2nd the motion. All voted yes. Sean Wyannt was present to observe a council meeting for his Government Class at Linn Co. R-1. Mayor Head presented the board with two proposals to have the standpipe cleaned out. The board reviewed both proposals. Alderman Spencer made a motion to go with Utility Service, Inc. Alderman Wood 2nd the motion. All voted yes. Mayor Head will contact Utility Service, Inc. that they have the job. The board also agreed to purchase the supplies to install the clean-out hydrate in the standpipe and have Max Bennett and Mike Hoffstetter install it. Bill # 450 Amending Ordinance #208. This Bill states that if any water and/or sewer bill is unpaid by the 20th of the month, that the Water Commissioner will disconnect the service to that meter and the customer must pay the bill and a $25.00 reconnect fee. Also it states that all water bills are to be mailed to City of Browning, P.O. Box 195, Browning, MO. 64630 or placed in the drop box located at City Hall. Only the bills that are paid direct from customers accounts may be paid at the Bank Midwest in Milan. Following three (3) readings of Bill #450. Alderman Spencer made a motion to except Bill #450 as read. Alderman Cordray 2nd the motion. All voted yes. Bill #450 becomes Ordinance #276. Bill #451 Amending Ordinance #234. This bill relates to and providing for Traffic and Parking Offenses and Regulation. Where the person in charge or control of the property, whether as owner, tenant, occupant, lessee or otherwise, after having been given ten (10) days notice has failed to remove the abandoned vehicle, then any law enforcement officer or designee of the City is hereby authorized to arrange for prompt removal, but such action by the law enforcement officer or designee of the City shall not provide a defense or excuse to the person in charge or control of such property for failure to comply with this ordinance. Following three (3) readings of Bill #451 Alderman Wood made a motion to except Bill #451 as read. Alderman Grime 2nd the motion. All voted yes. Bill #451 becomes Ordinance #277. City of Browning October 7 , 2002

The Board of Alderman of the City of Browning met in regular session on Monday, October 7, 2002 at 7:00 P.M. with the following officials present. Aldermen Spencer, Wood and Grime. Mayor Eldon Head presiding. Following roll call, the minutes of the Tax Hearing and the September meeting were read. Alderman Grime made a motion to approve as read. Alderman Spencer 2nd the motion. All voted yes. Mayor Head reported that the Stand Pipe Hydrant would be installed on Wednesday, October 9th and the Stand Pipe would be inspected on October 18th. Low water pressure can be expected two or three days before the inspection and two or three days after the inspection. Mayor Head also reported that the paper work was drawn up for the property in Lot 5, Block 17 that the City of Browning had purchased from Darrell Wattenburger. Alderman Cordray arrived at the meeting. The Board instructed the clerk to research the cost of up grading the city computer and any software that may be needed for the changes to be made in the bookkeeping for CW&SS. Alderman Spencer made a motion to appoint Tom Cordray as the city designee for removing junk cars in town. Alderman Wood 2nd the motion. All voted yes, Alderman Cordray abstained. The Board reviewed all bill that were properly presented for payment. Alderman Spencer made a motion to pay all bills. Alderman Cordray 2nd the motion. All voted yes. City of Browning November 4 , 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, November 4, 2002 at 7:00 P.M. with the following officials present. Alderman Spencer, Wood Grime and Cordray. Mayor Eldon Head presiding. Also present were Jerad Gray, Jessica Abbot, Amber Tetzenr, Brook Fitsgerald and Cody Mundell from Mrs. Page's Government Class at Linn Co. R-1 and Gary Gray, Jr. and City Clerk Brenda Head. Following roll call, the minutes of the October meeting were read. Alderman Grime made a motion to approve as read. Alderman Spencer 2nd the motion. All voted yes. Mayor Head reported that the Stand Pipe had been inspected and the report would be mailed to the Board. Everything was fine the company made a few suggestions and asked to be a the next board meeting to discuss them. Bill #452 Sale of Former Police Car as Excess Property was read. Following three (3) readings of the bill Alderman Spencer made a motion to accept the bill as read. Alderman Cordray 2nd the motion. All voted yes. Bill #452 becomes Ordinance # 278. The Police Car has been sold and Mayor Eldon Head will get the paper work taken care of. The Board reviewed all bills that were properly presented for payment. Alderman Spencer made a motion to pay all bills. Alderman Cordray 2nd the motion. All voted yes. The tax books are ready and Paula Havens, the City Collector, will be at the City Building on the following dates from 9-12; December 6,7,21 and 31. City of Browning December 2 , 2002

The Board of Aldermen of the City of Browning met in regular session on Monday, December 2, 2002 at 7:00 P.M. with the following officials present. Aldermen Spencer, Wood and Grime. Mayor Eldon Head presiding. Also present were Jill Herring and Clerk Brenda Head. Following roll call, the minutes of the November meeting were read. Alderman Spencer made a motion to approve as read. Alderman Wood 2nd the motion. All voted yes. Jill Herring met witht eh board on behalf of concerned citizens in Browning that would like to see a Community Center built. She asked if the Board would be willing to hold a forum on December 20th at 7:00 P.M. at the Legion Hall to see if there were enough interested people in town. Also at that time Lisa Colson will be present to answer question on the Grant that is available for the building of the Center. The board agreed to help with the grant. Mayor Head read a letter from the ISO stating that the City and the Fire Department had met all the requirements and that the city would keep the Class 10 rating. Mayor Head also reported that there were 12 flags taken from their holders while they were on display for Veterans Day. Anyone knowing the locations of the flags please contact a board member or return them to the City Building. The Operating Budget for 2003 was reviewed by the board, Alderman Spencer made a motion to approve the Budget as written with changes to be made if nessacary at the January meeting. Several residents called because their trash was not picked up 2 weeks ago. The trash contract states that all trash must be placed at the curb by 6:00 A.M. also trash must be in proper containers. Trash that has been blown or torn up and laying on the ground will not be picked up. The Board reviewed all bills that were properly presented for payment. Alderman Grime made a motion to pay all bills. Alderman Wood 2nd the motion. All voted yes. With no further business at hand Alderman Spencer made a motion to adjourn. Alderman Wood 2nd the motion.
